the(i) : the theta in ith angle.
phi(i) : the phi in ith angle.
RCS(i,j): the radar cross section in ith angle and jth frequency or wavelength.

Nf: the number of frequency calculated in NTFF transformation.
N: the total number of angle calculated in the space.
